“The White House and Senate leadership should pay close attention to this report. We are currently engaged in a third war - one without Congressional approval.
“As we decide how to respond to the President’s actions in Libya, should we not stop to examine the effectiveness of the last war? Our military is the best in the world. They are great at winning wars and defending our country, but they should not be asked to nation-build or police the world, as they are being asked to do right now. This report shows the flaws in our current foreign policy and serves as a warning to Congress as we consider how to act on Libya.”
