Rand discusses a few issues relating to foreign policy and national defense. A vote to send our young men and women to war should not be taken lightly, or passed off for one man to decide. In an emergency, the President, should and does have War Powers to respond speedily; however, we must remember it only took 24-hours for America to declare War on Japan after Pearl Harbor. So, when it takes a month to mobilize our troops, there is no excuse not to have an up or down vote in Congress.
