Rand is discussing the growing problem of monetary corruption in politics. He is putting forth a novel idea in which federal contracts over $1 million would require a clause where corporations receiving federal money would not be able to lobby or give PAC contributions to government officials while under contract. And unlike McCain-Feingold, Paul proposes achieving this objective without undermining 1st Amendment freedoms.
