There exist any number of issues that have drawn the attention of the 47-year-old Paul as he slogs toward a November showdown with Democrat Jack Conway, the state attorney general, for a six-year term in the U.S. Senate.

But it’s the nation’s ever-mounting $13.4 trillion debt that seems to get his blood racing.

His message — a balanced-budget amendment, term limits, a requirement that lawmakers read legislation before they vote — has resonated with a substantial segment of the Bluegrass population who grumble that their representatives in Washington don’t listen to them, that government spending is out of control and that too few hold any allegiance to the Constitution.
